The vision
This is the typical case where Tactile deepens instead of simplifying. Enchanting should not be a menu and a dice roll, but a ritual: laying out elements, preparing, and letting the thing unfold in the world.
As with alchemy, nothing is being removed from Tactile:Blocks today. Enchanting stays there, and this page describes what a dedicated module could make of it.
What is laid out around the table, and how it is arranged, would steer the result. Layout would take the place of chance, in the same spirit as companion planting in Farms: a placement decision, not a reroll.
Visual cues would announce the enchantment's leaning before confirmation. The world informs, not an interface: you see where the ritual is heading, and choose to see it through or to rework the preparation.
A powerful enchantment would demand a longer, more demanding preparation. The cost stops being a simple subtraction of levels and becomes time and gesture, which gives weight to every attempt.
